Ausgehend von den festgestellten Schwachstellen werden im Bericht verschiedene Optionen für die Reorganisation der Führungsstrukturen im EDA aufgezeigt. Die historisch gewachsenen, atomistischen Strukturen führen zu einem erhöhten Koordinationsbedarf. Zudem wird das EDA zu stark über Ressourcen statt über Inhalte gesteuert.
